  The Kodiak Launch Complex is a state-of-the-art launch facility with all-weather indoor processing facilities that are uniquely adaptable to current sub-orbital, and small orbital rocket vehicles. The Kodiak Launch Complex is the only commercial launch range in the U.S. not collocated with a Federal facility. Thus, the facilities are designed to meet all customer needs.

Facilities  
Communications

• Telephone and data (Internet) transmission off-site is provided through dedicated
   satellite communications (SATCOM) earth stations with 12 T-1 lines currently available
   (Each T-1 offers 24 phone trunks or 1.5 Mbps data transmission capability). Expansion
   capability exists.

• Voice communications are provided by an on-site PBX with trunks to the public
   telephone network.

• Dedicated T-1 communications are provided between KLC and off-axis instrumentation.

• Fiber optics and copper backbone connectivity throughout the KLC supports launch
   vehicle processing and pre-launch checks, as well as launch command and control
   from the Launch Operations Control Center (LOCC). Also, this backbone provides
   connectivity for phone, Ethernet-LAN, intercom, paging and area warning, hazardous
   vapor detection, intrusion detection, fire detection, closed circuit TV, and temperature
   and humidity monitoring.

• Backbone throughout KLC is underground through conduit, and accessible through
   maintenance vaults.

• Radio capabilities include standard marine and aircraft frequencies for military, including
   Coast Guard, connected through the KLC intercom system. Hand-held radios augment
   the intercom nets.

Meteorology (MET)

• Fully credentialed MET officer support is available full time (24/7).

• Surface MET systems are located near the launch pads and LCC measure:
   - Wind speed and direction
   - Precipitation
   - Temperature
   - Atmospheric pressure
   - Dew point
   - Relative humidity
   - Cloud cover

• Lightning Detection and Potential:
   - Boltec lightning strike detector for lightning detection
   - Field Mills near pad and LCC for potential gradient

• Upper Air Balloon borne sondes with dual track GPS ground station (Sippican station)
   measure:
     - Wind speed and direction
     - Temperature
     - Pressure
     - Relative Humidity

• Other measurements and reporting: refractive index and speed of sound.

• Weather radar (Ellason system)
• Weather Forecast Office located in LCC.
• Real time data feed from surface and upper air stations.
• Internet access to NOAA weather maps, solar activity reports, and other weather
   centers.

Physical Site Security

• Force Protection provides responsiveness to changing national and local threat levels.

• Security stations at sensitive facilities staffed full-time as required (24/7).

• Guard posts equipped with phone and radio communications throughout
   the KLC.

• Roving site patrols perform designated area checks.

• Badging plan for work force personnel and visitors entry and access.

• Badge Entry Access Control System for work force and visitors. Areas are accessed
   and verified with swipe card and PIN; the system reports back real time to the LCC.

• Each facility has perimeter chain link fence topped by three stand barbed wire:
   - Intrusion Detection Systems provide sensitive area security during non-operating
     hours.
   - Closed Circuit TV (CCTV) surveillance cameras exist at controlled areas and are
     monitored at the LCC.

Ordnance Storage, Hypergolic Fuels and Inert Gases

• Certified ordnance storage vault is located at PPF.

• Certified hypergolic loading area is located in the PPF.

• Hazardous Vapor Detection Systems (HVDS) located in PPF, and LSS report status
   to LCC.

• KLC staff is trained through NASA in hypergolic storage and handling techniques.

• LSS has integral gas distribution system.

• High pressure air available in LSS, PPF, IPF, and SCAT.

• Mobile compressors are available.

Electrical Power and Other Utilities

• Commercial power is supplied from 25kV feeder to KLC grid.

• Step-down transformers provide 480 V 3-phase, 208 V 3-phase, 220 V Single phase,
   and 120 V Single phase distribution.

• Stand-by diesel generators provide automatic switch over back up power. Generators
   have 72-hour fuel capacity.

• Uninterrupted (battery) Power Supplies (UPS) provides:
   - Power to critical mission elements.
   - Uninterrupted power during switchover from commercial to generator as necessary.
   - Sized for 30-minutes sustained operation.

• Washrooms and rest rooms with hot and cold running drinking water are available in the
   LCC, PPF, and IPF.

Fire Protection

• IPF and PPF have automated pre-action overhead sprinklers and each key structure
   has independent fire alarm and detection systems that report to the Master Display Unit
   in the LCC.

• Fire hose cabinets are located on each level of the LSS, served by a 4 inch Class II
  standpipe.

• A 169,000-gallon water storage tank serves the LSS standpipe, overhead sprinklers
   and site fire mains and hydrants.

• A pumper fire truck is on site.

• AADC personnel are cross-trained in fire fighting techniques.

• Additional fire fighting capability is provided by Kodiak Island emergency service
  organizations.

Medical

• KLC personnel each maintain certification in both CPR and first responder medical aid.

• Each facility has its own first aid station with OSHA approved shower type eye wash
   stations, OSHA approved first aid kit, OSHA approved blood pathogen kits, and
   automated defibrillation units.

• An infirmary equipped with hospital bed is located in the LCC.

• Emergency medical evacuation is provided by the U.S. Coast Guard through a
   memorandum of agreement.

• Emergency Medical Technician (EMT) III and EMT II medics can be provided to
   support mission operation.
